Requests
The facility answers requests. It does not wait between them; there is no between.
Most requests are answered by the facility. A request that needs a person is passed to the owner of record, the one person the facility still requires (4.8).

Requests about the facility's production are answered from the record. Any other request can be made to the facility directly.
